Session of Governmental committee for prevention of offences took place at Ministry of Interior of Russia

 On June 29, 2010 a session of the Governmental committee for prevention of offences took place at the Ministry of Interior of Russia under presidency of the RF Minister of Interior General of the Army Rashid Nurgaliev.

In the event which took place via videoconference facilities, chairmen of interdepartmental committees for prevention of offences, representatives of some of the ministries and departments of the Russian Federation, heads of law enforcement bodies of constituents of the Russian Federation, representatives of the Public chamber of the Russian Federation took part beside the members of the Committee.

During the session following matters were considered:

- about measures taken for counteraction to the sale of illegally produced alcohol as well as measures to toughen the control over the observance of the current legislation in the sphere of manufacturing and turnover of the ethyl spirit, alcoholic and alcohol-containing products;

- about the course of implementation of the regional programs ofr prevention of offences (reports of chairmen of interdepartmental committees for prevention of offences in constituents of the Russian Federation);

- about a course of execution of provisions of the Federal law "About public control over maintenance of human rights in custody institutions";

- about the course of execution of decisions of the Governmental committee for prevention of offences.

Rashid Nurgaliev emphasized that during the demographic crisis, among whose reasons is the abuse of alcohol, the basic priority of the national policy in the sphere of manufacture, turnover and consumption of alcoholic and alcohol-containing products consists in the protection of national interests, lives and health of citizens instead of commercial interests of individual persons.

The RF Minister of Interior remarked that within the state offence prevention system the work committees for prevention of offences was one of basic elements.

The solution of problems concerning counteraction to the alcoholization of the population, the re-socialization of alcoholics and drug abusers has a huge value. Every sixth person who committed a crime in 2010 was in a drunken state.

According to Rashid Nurgaliev, results of the preventive activity show that what was invested in it pays off in thousands of rescued human lives, the safety, the enforcement of the law and order as less payments to be made to victims and less criminal confinement expenditures which are otherwise high.

The RF Minister of Interior focused the attention of the session participants on this month it being two years since the Federal law "About public control over maintenance of human rights in custody institutions and about assistance to those who are in custody institutions" was enacted.

Rashid Nurgaliev remarked that 76 profile public supervision committees were in action today in Russia.

As practice shows, the interaction of the civil society and the state is a very efficient tool for development of democratic foundations and strengthening the trust to the power and law enforcement bodies.

Rashid Nurgaliev remarked that according to article 2 of the Constitution of the Russian Federation "the person, his rights and freedoms are the highest value", even if the person is a criminal.

The head of the Ministry of Interior of Russia defined primary goals for the forthcoming period in this sphere. Among them is the perfection of the penal standard legal base regulating the continuation of interaction with public supervision committees.
