Minister of Interior of Russia held video conference to discuss project of Federal law "About police"
The Minister of Interior of Russia General of the Army Rashid Nurgaliev held a video conference to discuss the project of the Federal law "About police". Among the participants were heads of departments and services of the Ministry of Interior of Russia, heads of Ministries of Interior, Central Internal Affairs Directorates and Internal Affairs Directorates in constituents of the Russian Federation.
In his speech Rashid Nurgaliev emphasized the importance, the large scale and the timeliness of the prepared law "About police".
"The Ministry of Interior of Russia used to take measures before to improve the functions and efficiency of bodies of the law and order, but for the most part these changes concerned separate aspects of activity. Now, for the first time in the last 20 years, we apply a comprehensive approach. This will make it possible to bring the system of the Ministry of Interior law enforcement bodies to conformity with the contemporary structure of the federal executive authorities and the legislation of our country," he said.
The head of the Ministry of Interior of Russia also instructed to discuss the draft law in all units of law enforcement bodies, to make concrete proposals. The minister remarked that the discussion of the draft law should be as extensive as possible. The document should be discussed in all units of the lower echelon, in city and district law enforcement bodies, departments, militia stations, structural units of territorial bodies.
Rashid Nurgaliev paid special attention to the necessity of discussing the draft law in veteran organizations. Every militia officer and veteran should have an opportunity to get acquainted with the draft law. He also added that members of the Public councils, representatives of educational, research institutions within the system of the Ministry, scientists specializing in studying issues of the law enforcement legislation were to be involved in the discussion of the draft law.
In his speech the Minister also prioritized issues of application of specific state law enforcement measures, the manual power, special means and fire weapons by police employees. These provisions of the draft law directly apply to rights and freedoms of citizens and hence have caused special interest of the public. The Minister emphasized they should be faultless from the legal and practical point of view.
The minister especially emphasized the importance of the recommendations submitted by militia employees being not general speculations but precise formulations concerning specific chapters, articles and parts of the draft law, with corresponding argumentation. He also assured that all specifications will be taken into consideration and discussed at a session of the organizing committee for the development of the Federal law "About police".
Since the moment the draft law "About police" was published and offered for the general discussion more than 15,000 suggestions and opinions were submitted concerning various issues of the organization of activity of the future law and order protection body.
The project is supported by the majority of citizens. The society approves the renaming of militia to police, the suggestions concerning the new partner model of relationship of the police and the society, the public control over police, the idea of approval of the police structure by the head of the state and other conceptual provisions of the draft law.
